Manage and oversee all financial disbursement processes for rail project, ensuring compliance with contractual and regulatory requirements.
Monitor and track disbursement schedules and ensure timely, accurate processing of payments and funding.
Ensure that financial documentation related to disbursements is complete and accurate, and maintain up-to-date records of all financial transactions.
Collaborate with project teams, clients, and external stakeholders to ensure the financial aspects of projects are effectively managed.
Prepare regular financial reports and analysis related to disbursements, funding, and financial performance for senior management and stakeholders.
Work closely with auditors and compliance officers to ensure all financial operations comply with applicable laws, regulations, and standards.
Assist in the development and implementation of financial policies and procedures for disbursement activities.
Contribute to the preparation of project budgets, financial forecasts, and funding requirements.
Support financial operations related to International Financial Institutions (IFIs) such as the European Bank for Reconstruction and Development (EBRD) and ensure proper financial controls in place.

Qualifications

A Bachelor's degree in International Finance, Finance, Accounting, or a related field (or equivalent).
A minimum of 10 years of professional experience in finance, with at least 5 years of experience in financial disbursements or project finance management.
Strong understanding of financial systems, disbursement processes, and financial controls.
Experience working with EBRD projects or similar multilateral financing institutions is highly desirable.
Previous work experience in the region is a strong advantage.
Excellent knowledge of financial regulations, policies, and procedures related to international finance.
Strong analytical, organizational, and problem-solving skills.
Ability to work under pressure and manage multiple priorities effectively.
Proficient in financial software and MS Excel.
Strong written and verbal English communication skills, with the ability to interact with internal and external stakeholders at all levels.
